The Public Service Commission (PSC) has released new guidelines on human resource management for state corporations and public universities.
In a circular signed by CEO Dr. Simon Rotich and addressed to all Authorized Officers, Vice Chancellors of public universities, and CEOs of state corporations, the Commission emphasized that any HR instruments implemented without prior approval by the Commission would be considered null and void in accordance with recent court decisions.
“Any newly developed or revised human resource management instruments, or proposals for the establishment of new offices or abolition of existing ones, must comply with the guidelines and be submitted to the Commission for consideration and approval,” the circular stated.
These new guidelines follow court decisions that reaffirmed the Commission’s role in managing human resources in state corporations and public universities. They align with Article 234 of the Constitution, which defines the mandate and powers of the Commission in overseeing human resource management in the Public Service.
The guidelines were formulated through a participatory process that incorporated feedback from various stakeholders, ensuring that they are comprehensive and reflective of the needs of the public service sector.
